Harold is a principal consultant with extensive experience in leading strategic initiatives and managing technology projects for software development, defense, and national security applications. He has supported numerous public sector organizations, including the US State Department and the Department of Defense with his federal contracts expertise and program development , including:
He has held various leadership roles with the National Security Agency (NSA) and the Department of State, and heads the strategic planning and risk management arm of an early-stage technology firm focused on security and intelligence.
Harold holds a bachelor’s degree in economics from the University of Maryland, College Park. He is professionally certified in project management by the Project Management Institute (PMP), a Certified Scrum Master, and an Agile Methodology Practitioner. He also holds DAWIA certifications: Level III in Contracting and Level I in Program Management. Harold also possesses a Top Secret/Special Intelligence clearance.
